Passage1
The World Trade Organization (WTO) is the only global international organization dealing with the rule of trade between nations. At its heart are the WTO agreements, negotiated and signed by the bulk of the world’s trading nations and ratified in their parliament. The goal is to help producers of goods and services, exporters, and importers conduct their business.
The WTO was born out of negotiations, and everything the WTO does is the result of negotiations. The bulk of the WTO’s current work comes from the 1986-94 negotiations called the Uruguay 【j??r?ɡwa?】 Round and earlier negotiations under the General Agreement on Tariffs and Trade (GATT). (如今WTO的重頭工作源于1986—94期間稱作烏拉圭回合協(xié)定和更早的關(guān)稅與關(guān)稅總協(xié)定框架下的協(xié)定)The WTO is currently the host to new negotiations, under the‘Doha 【?d?uh?】Development Agenda launched in 2001.(目前的WTO是2001年啟動(dòng)的多哈回合談判達(dá)成新協(xié)議的結(jié)果)
Where countries have faced trade barriers and wanted them lowered, the negotiations have helped to open markets for trade.(在國(guó)家遇到貿(mào)易壁壘并欲減少之時(shí),協(xié)商談判就幫助開(kāi)放了貿(mào)易市場(chǎng)) But the WTO is not just about opening markets, and in some circumstances its rules support maintaining trade barriers --- for example, to protect consumers or prevent the spread of disease. It also means ensuring (確保)the individuals, companies and government know what the trade rules are around the world, and giving them the confidence(給他們以信心) that there will be no sudden changes of policy(即不會(huì)有政策的突變). In other words, the rules have to be ‘transparent’ (透明) and predictable(預(yù)測(cè)).
Giving them more time to adjust, there will be greater flexibility (靈活性) and special privileges(權(quán)利). Over three-quarters of WTO members are developing countries and countries in transition to market economies(過(guò)渡到市場(chǎng)經(jīng)濟(jì)). The WTO agreements give them transition periods(過(guò)渡期) to adjust to the more unfamiliar and, perhaps, difficult WTO provisions (以適應(yīng)更不熟悉,或許,更困難的WTO條款).
21. What is NOT the duties of the WTO?
A. Helping the members to conduct business.
B. Dealing with the rules of trade between businesses.
C. Providing goods and services to its members.
22. Everything the WTO does is the result of _______.

C. movements and revolutions
23. Which of the following is NOT the function of the WTO’s rules?

B. To remove all the commercial restrictions
C. To maintain trade barriers for protection

In some cases, the searcher firm may already have a list of people with the appropriate skills for the job(許多具備該工作所需合適技能的人). 四、見(jiàn)教材P195
Dear Mr. Wang,
I’m writing to ask you to excuse me for not being able to keep our appointment. I do know that this is very impolite and must have caused you much trouble.
I do reckon that at present any explanation is pale and futile. However, I do not want you to misunderstand me. On my way to your office, an old lady suddenly fainted due to heart attack on the bus. I stopped a taxi and sent her into a nearby hospital. I stayed there until her son came, which spoiled our appointment.
I am aware that our appointment is of importance. I do hope that you would be kind enough to spare your available time to meet me.
I am looking forward to hearing from you.
Sincerely Yours,
Simon Lee
